Human/Draconian Alliance

The Human/Draconian Alliance was formed by the Treaty of Belsaris at the end of the Human/Draconian War roughly 1600 years ago. It functions as a sort of 'buffer government' between the Union of Andromedian Systems and the Empire of Draconis, making decisions on behalf of both governments regarding situations which affect both, as well as acting as a referee regarding any disputes (though it should be said that a somewhat suspicious number of its decisions are in the favor of the latter). The Alliance has its own military forces (composed of a fraction of each member's military) who answer to the Alliance Council, rather than to their respective governments, and often has the authority to act in situations where neither government is willing/able to act in.
